Abstrak

Sumber daya manusia bertanggung jawab melaksanakan berbagai tugas dan memainkan peran penting pada pertumbuhan organisasi. Setiap organisasi menerapkan standar yang berbeda dalam mengevaluasi calon potensial untuk sumber daya manusia. Persoalan mendasar yang dihadapi di setiap lembaga adalah bagaimana memacu kinerja pegawai agar selalu meningkat. Peningkatan kualitas dan efisiensi kerja dapat tercapai melalui program pelatihan, pengembangan karir, serta penciptaan lingkungan kerja yang mendukung. Riset bertujuan untuk menelaah pengaruh pengembangan sumber daya manusia dan lingkungan kerja terhadap kinerja karyawan, dengan motivasi kerja sebagai variabel perantara, pada Badan Pengembangan Sumber Daya Manusia di Provinsi Sulawesi Tenggara. Penelitian ini menggunakan pendekatan kuantitatif dan dianalisis melalui teknik regresi. Populasi terdiri dari 76 orang pegawai BPSDM, dan teknik purposive sampling digunakan untuk memilih 63 orang responden berdasarkan kuesioner yang telah diisi. Dalam penelitian ini, analisis data dengan SEM-PLS mengungkapkan bahwa pengembangan SDM dan kualitas lingkungan kerja secara signifikan meningkatkan kinerja karyawan, namun motivasi kerja ternyata tidak berdampak langsung terhadap kinerja. Kendati demikian, motivasi kerja dapat menjadi mediator dalam korelasi antara pengembangan sumber daya manusia dan kinerja, meskipun peran mediasi tersebut tidak terlihat pada hubungan antara lingkungan kerja dan kinerja. Temuan riset ini bisa dijadikan referensi bagi instansi pemerintah provinsi agar mampu meningkatkan kinerja yang berdampak baik terhadap mutu pelayanan publik kepada masyarakat.
